A multiwavelength investigation of the temperature of the cold neutral medium
We present measurements of the HI spin temperatures (Ts) ofthe cold neutral medium (CNM) towards radio sources that are closelyaligned with stars for which published H2 ortho-paratemperatures (T01) are available from ultraviolet (UV)observations. Our sample consists of 18 radio sources close to 16 nearbystars. The transverse separation of the lines of sight of thecorresponding UV and radio observations varies from 0.1 to 12.0 pc atthe distance of the star. The UV measurements do not have velocityinformation, so we use the velocities of low ionization species (e.g.NaI/KI/CI) observed towards these same stars to make a plausibleidentification of the CNM corresponding to the H2 absorption.We then find that T01 and Ts match withinobservational uncertainties for lines of sight with H2 columndensity above 1015.8cm-2, but deviate from eachother below this threshold. This is consistent with the expectation thatin the CNM Ts tracks the kinetic temperature due tocollisions and that T01 is driven towards the kinetictemperature by proton exchange reactions.

Kinematical Structure of the Local Interstellar Medium: The Galactic Anticenter Hemisphere
A survey of interstellar Na I D1 and D2 absorption features in thespectra of 104 early-type stars in the second and third Galacticquadrants reveals the large-scale kinematics of the interstellar gaswithin the Galactic anticenter hemisphere at distances from the Sunbetween ~70 and ~250 pc. Employing a technique that uses both the radialvelocities and column densities of the Na I absorptions produced by theintervening gas we have identified the velocity vectors and determinedthe spatial distribution of eight interstellar clouds in the volumeexplored. The average internal H I+H2 densities of the cloudsrange between 0.03 and 1.7 cm-3, and their masses between 80and 104 Msolar, although uncertainties in thesizes of the clouds, their possible extension beyond the regionexplored, and the presence of denser gas embedded in the larger cloudsimply that these will tend to be lower limits. We have clearlyidentified clumps of denser gas immersed in the low-density gas in oneof the clouds; these clumps show internal H I+H2 densities oforder 50 cm-3. Although we are not able to detect anyinterstellar Na I within 70 pc, the sizes of some of the clouds implythat their near edges are within that range of distances from the Sun.With respect to the local standard of rest the clouds move withvelocities between 19 and 54 km s-1. Their velocity vectorsdo not support the view of a local interstellar medium uniquelydominated by expansion from centers in the Scorpio-Centaurus OBassociation; our results suggest that this expansion is present in theGalactic center hemisphere but in the Galactic anticenter hemisphere isrestricted to the immediate neighborhood of the Sun.

Metallicities of the SPB stars from the IUE ultraviolet spectra
We derived the stellar parameters (angular diameters, effectivetemperatures, metallicities) and interstellar reddenings for 20 SPB and34 reference stars observed during the IUE satellite mission. Theparameters were derived by means of an algorithmic procedure of fittingtheoretical flux distributions to the low-resolution IUE spectra andoptical spectrophotometric observations. Since the metallicity [m/H] hasa special importance for pulsating B type stars, we focused ourattention on that parameter. We found that the mean value of themetallicity of the considered SPB and reference stars amounts to [m/H] ~-0.20. The results only slightly depend on the reduction procedure usedfor the IUE images (NEWSIPS and INES). Rotational Velocities of B Stars
We measured the projected rotational velocities of 1092 northern B starslisted in the Bright Star Catalogue (BSC) and calibrated them againstthe 1975 Slettebak et al. system. We found that the published values ofB dwarfs in the BSC average 27% higher than those standards. Only 0.3%of the stars have rotational velocities in excess of two-thirds of thebreakup velocities, and the mean velocity is only 25% of breakup,implying that impending breakup is not a significant factor in reducingrotational velocities. For the B8-B9.5 III-V stars the bimodaldistribution in V can be explained by a set of slowly rotating Ap starsand a set of rapidly rotating normal stars. For the B0-B5 III-V starsthat include very few peculiar stars, the distributions in V are notbimodal. Are the low rotational velocities of B stars due to theoccurrence of frequent low-mass companions, planets, or disks? Therotational velocities of giants originating from late B dwarfs areconsistent with their conservation of angular momentum in shells.However, we are puzzled by why the giants that originate from the earlyB dwarfs, despite having 3 times greater radii, have nearly the samerotational velocities. We find that all B-type primaries in binarieswith periods less than 2.4 days have synchronized rotational and orbitalmotions; those with periods between 2.4 and 5.0 days are rotating withina factor 2 of synchronization or are ``nearly synchronized.'' Thecorresponding period ranges for A-type stars are 4.9 and 10.5 days, ortwice as large. We found that the rotational velocities of the primariesare synchronized earlier than their orbits are circularized. The maximumorbital period for circularized B binaries is 1.5 days and for Abinaries is 2.5 days. For stars of various ages from 107.5 to1010.2 yr the maximum circularized periods are a smoothexponential function of age.

Microstructure of the Local Interstellar Cloud and the Identification of the Hyades Cloud
We analyze high-resolution UV spectra of the Mg II h and k lines for 18members of the Hyades to study inhomogeneity along these proximate linesof sight. The observations were taken by the Space Telescope ImagingSpectrograph (STIS) instrument on board the Hubble Space Telescope(HST). Three distinct velocity components are observed. All 18 lines ofsight show absorption by the Local Interstellar Cloud (LIC); 10 starsshow absorption by an additional cloud, which we name the Hyades Cloud;and one star exhibits a third absorption component. The LIC absorptionis observed at a lower radial velocity than predicted by the LICvelocity vector derived by Lallement & Bertin in 1992 and Lallementet al. in 1995[vpredicted(LIC)-vobserved(LIC)=2.9+/-0.7 kms-1], which may indicate a compression or deceleration at theleading edge of the LIC. We propose an extension of the Hyades Cloudboundary based on previous HST observations of other stars in thegeneral vicinity of the Hyades, as well as ground-based Ca IIobservations. We present our fits of the interstellar parameters foreach absorption component. The availability of 18 similar lines of sightprovides an excellent opportunity to study the inhomogeneity of thewarm, partially ionized local interstellar medium (LISM). We find thatthese structures are roughly homogeneous. The measured Mg II columndensities do not vary by more than a factor of 2 for angular separationsof <~8°, which at the outer edge of the LIC correspond tophysical separations of <~0.6 pc.

The IMF of open star clusters with Tycho-2
We studied the fields of nine nearby open star clusters based on theTycho-2 catalogue. We determined membership probabilities for the starsin the cluster fields from the stellar proper motions and used theTycho-2 photometry to compute the initial mass function (IMF) of theclusters from the main sequence turn-off point down to approx. 1 M_sun.We found IMF slopes ranging from Gamma =-0.69 down to Gamma =-2.27 (whenthe Salpeter \cite{salpeter} value would be Gamma =-1.35). We alsostudied the membership of individual stars of special astrophysicalinterest. In some cases previous results had to be revised. As aby-product, we investigated some general properties of the Tycho-2catalogue; we confirmed that the Tycho-2 proper motions show onlymarginal deviations from the Hipparcos catalogue. On the other hand, insome regions the completeness of the catalogue seems to decrease atmagnitudes brighter than claimed by Høg et al. (\cite{tycho2}).Based on observations of the ESA Hipparcos satellite.

Catalogue of Apparent Diameters and Absolute Radii of Stars (CADARS) - Third edition - Comments and statistics
The Catalogue, available at the Centre de Données Stellaires deStrasbourg, consists of 13 573 records concerning the results obtainedfrom different methods for 7778 stars, reported in the literature. Thefollowing data are listed for each star: identifications, apparentmagnitude, spectral type, apparent diameter in arcsec, absolute radiusin solar units, method of determination, reference, remarks. Commentsand statistics obtained from CADARS are given. The proper motions of fundamental stars. I. 1535 stars from the Basic FK5
A direct combination of the positions given in the HIPPARCOS cataloguewith astrometric ground-based catalogues having epochs later than 1939allows us to obtain new proper motions for the 1535 stars of the BasicFK5. The results are presented as the catalogue Proper Motions ofFundamental Stars (PMFS), Part I. The median precision of the propermotions is 0.5 mas/year for mu alpha cos delta and 0.7mas/year for mu delta . The non-linear motions of thephotocentres of a few hundred astrometric binaries are separated intotheir linear and elliptic motions. Narrow Diffuse Interstellar Bands: A Survey with Precise Wavelengths
We present an atlas of 271 diffuse interstellar bands (DIBs) between4460 and 8800 Å based on echelle spectra (R=45,000), of which morethan 100 are new DIBs discovered in this survey. The atlas is restrictedmostly to narrow features, and we describe the tests for an interstellarorigin. The rest wavelength of each DIB was determined in a high-qualitycomposite spectrum of the star HD 23180 using the interstellar Na I (D1and D2) lines to establish the radial velocity of the single interveningcloud. DIB wavelengths are quoted to 0.01 Å and are probablyaccurate to ~0.1 Å. Other, weak DIBs found in the spectra ofheavily reddened stars are included with a lower wavelength precision.

On the identification of the C60+ interstellar features
The identity of the carriers of the diffuse interstellar bands (DIBs) isone of the most fascinating puzzles of modern spectroscopy. Over thelast few years the number of known DIBs has grown substantially. In thispaper we discuss the two recently discovered near-infrared weakinterstellar features which have already been proposed as fingerprintsof the buckminsterfullerene [formmu2] We present and discussmeasurements of the two related DIBs within a larger sample of reddenedtargets, observed with different spectrometers, telescopes and siteconditions. We provide additional arguments in favour of theinterstellar origin of the two bands. We find evidence around the9577-Å DIB of far-wing structures, which may affect broad-bandmeasurements. We estimate corrections and errors for telluric andstellar blends, and show that the cores of the two DIBs are wellcorrelated with a ratio near unity within 20per cent. Finally, wediscuss their relation to the laboratory spectra of [formmu3] and thesearch for two expected weaker [formmu4] transitions.

Two-colour photometry for 9473 components of close Hipparcos double and multiple stars
Using observations obtained with the Tycho instrument of the ESAHipparcos satellite, a two-colour photometry is produced for componentsof more than 7 000 Hipparcos double and multiple stars with angularseparations 0.1 to 2.5 arcsec. We publish 9473 components of 5173systems with separations above 0.3 arcsec. The majority of them did nothave Tycho photometry in the Hipparcos catalogue. The magnitudes arederived in the Tycho B_T and V_T passbands, similar to the Johnsonpassbands. Photometrically resolved components of the binaries withstatistically significant trigonometric parallaxes can be put on an HRdiagram, the majority of them for the first time. Based on observationsmade with the ESA Hipparcos satellite.

Emerging trends of optical interferometry in astronomy
The current status of the high spatial resolution imaging interferometryin optical astronomy is reviewed in the light of theoreticalexplanation, as well as of experimental constraints that exist in thepresent day technology. The basic mathematical interlude pertinent tothe interferometric technique and its applications in astronomicalobservations are presented in detail. An elaborate account of the randomrefractive index fluctuations of the atmosphere producing randomaberrations in the telescope pupil, elucidating the trade offs betweenlong-exposure and short-exposure imaging is given. Further, the othermethods viz., (i) speckle spectroscopy, (ii) speckle polarimetry, (iii)phase closure, (iv) aperture synthesis, (v) pupil plane interferometry,(vi) differential speckle interferometry etc., using single moderate orlarge telescopes are described as well. The salient features of variousdetectors that are used for recording short-exposure images aresummarized. The mathematical intricacies of the data processingtechniques for both Fourier modulus and Fourier phase are analyzed; thevarious schemes of image restoration techniques are examined as wellwith emphasis set on their comparisons. The recent technologicalinnovation to compensate the deleterious effects of the atmosphere onthe telescope image in real-time is enumerated. The experimentaldescriptions of several working long baseline interferometers in thevisible band are summarized. The astrophysical results obtained tilldate are highlighted.

Stellar Angular Diameters of Late-Type Giants and Supergiants Measured with the Navy Prototype Optical Interferometer
We have measured the angular diameters of 50 F, G, K, and M giant andsupergiant stars using the Navy Prototype Optical Interferometer atwavelengths between 649 and 850 nm and using three baselines withlengths up to 37.5 m. Uniform-disk diameters, obtained from fits to thevisibility amplitude, were transformed to limb-darkened diametersthrough the use of limb-darkening coefficients for plane-parallelstellar atmosphere models. These limb-darkened diameters are comparedwith those measured with the Mark III optical interferometer and withthose computed by the infrared flux method. Sources of random andsystematic error in the observations are discussed.

On the normal spectral energy distribution of stars: Spectral types O9-B5
The normal energy distributions for fifteen spectral subtypes from O9 toB5 for luminosity classes V, IV, and III are derived. Threephotometrically uniform catalogs served as the source of thespectrophotometric data used. Synthetic color indices for all spectraltypes are calculated using the energy distribution curves obtained.Comparison of these indices with the expected normal color indicessuggests that the energy distributions derived are reliable.

UBV beta Database for Case-Hamburg Northern and Southern Luminous Stars
A database of photoelectric UBV beta photometry for stars listed in theCase-Hamburg northern and southern Milky Way luminous stars surveys hasbeen compiled from the original research literature. Consisting of over16,000 observations of some 7300 stars from over 500 sources, thisdatabase constitutes the most complete compilation of such photometryavailable for intrinsically luminous stars around the Galactic plane.Over 5000 stars listed in the Case-Hamburg surveys still lackfundamental photometric data.

Diffuse Interstellar Bands: Physical Conditions that Facilitate the Formation or Preservation of Their Carriers
This paper suggests that the formation and/or preservation of thecarriers of at least some of the diffuse interstellar bands (DIBs)depends on the level of ionization of certain interstellar atoms, suchas potassium and calcium inside H I clouds. The spectral lines of theseelements are apparently well correlated with the narrow diffuse bands,such as 5797 or 6379 Angstroms. Thus, the physical conditions thatfacilitate the growing abundance of neutral alkali atoms also facilitatethe formation or preservation of the carriers of the narrow diffusebands. The broad features, such as 5780 or 6284 Angstroms, apparentlyoriginate in different ionization conditions.

Present performance of the dark-speckle coronagraph
We present the recent developments of the dark speckle coronagraph andresults obtained on two close binary stars. The central star is occultedby a Lyot coronagraphic system and the residual speckle pattern isdetected on a photon-counting camera. Achromaticity is achieved across awide spectral band, using a Wynne corrector. We observed the relativelyfaint companions of delta Per and eta Psc and give an independentestimate of their position and magnitude difference. Continuous declination system set up by observations of photoelectric astrolabe Mark I In Irkutsk. The first results of international cooperation between CSAO and VS NIIFTRI
The Photoelectric Astrolabe Mark I (PHA I) has been revised with a newcombined prism which could work as an almucantar with zenith distance of45(deg) , to measure continuous declinations at the latitude of Irkutsk,Russia (phi = 52fdg2 ). The PHA I has been working at the astronomicalbase of VS NIIFTRI in Irkutsk since Nov. 1995 based on an internationalcooperation agreement of near 4 years for star catalogue and EOPmeasurements. The first observing program was ended in June 1997, givingcorrections in both right ascension and declination to 200 stars with noblind zone in declination determination, which most astrolabe cataloguesin the world usually would have. Long-term visual spectrophotometric behaviour of Be stars
The long-term spectrophotometric variations of 49 Be stars are studiedusing the U and V magnitudes of the UBV system, the total Balmerdiscontinuity D and the visible gradient Phi _rb. BCD spectrophotometricand photometric data in five different photometric systems, obtained inmost cases since 1950 and reduced to the BCD system, were used. The(U,D), (V,D), (Phi _rb,D) and (Phi _rb,V) correlations obtained differfrom star to star and they can be single or double-valued. They differclearly for Be phases or Be-shell phases. Be stars with small Vsin ishowing the ``spectrophotometric shell behaviour'': D > D_*, werefound. This finding implies either that strongly flattened models ofcircumstellar envelopes are in doubt for these stars, or that not all Bestars are rapid rotators. Comparison of observed variations with thosepredicted for model Be stars with spherical circumstellar envelopes ofvariable densities and dimensions implies that spectrophotometricpatterns of Be phases are due to circumstellar envelopes in low opacityregimes, while those of spectrophotometric shell phases are due tocircumstellar envelopes in high opacity regimes. In a given star, theenvelope regions responsible for the observed variations of D and Phi_rbin spectrophotometric shell phases seem to be smaller and denser thanthose producing the observed variations of these parameters inspectrophotometric Be phases. The high positive RV found in strong shellphases might favor the formation of compact circumstellar layers nearthe star. The absolute magnitude of the early type MK standards from HIPPARCOS parallaxes
We analyse the standards of the MK system with the help of Hipparcosparallaxes, using only stars for which the error of the absolutemagnitude is <= 0.3 mag. We find that the main sequence is a wideband and that, although in general giants and dwarfs have differentabsolute magnitudes, the separation between luminosity classes V and IIIis not clear. Furthermore, there are a number of exceptions to thestrict relation between luminosity class and absolute magnitude. Weanalyse similarly the system of standards defined by Garrison & Gray(1994) separating low and high rotational velocity standards. We findsimilar effects as in the original MK system. The Tokyo PMC catalog 90-93: Catalog of positions of 6649 stars observed in 1990 through 1993 with Tokyo photoelectric meridian circle
The sixth annual catalog of the Tokyo Photoelectric Meridian Circle(PMC) is presented for 6649 stars which were observed at least two timesin January 1990 through March 1993. The mean positions of the starsobserved are given in the catalog at the corresponding mean epochs ofobservations of individual stars. The coordinates of the catalog arebased on the FK5 system, and referred to the equinox and equator ofJ2000.0. The mean local deviations of the observed positions from theFK5 catalog positions are constructed for the basic FK5 stars to comparewith those of the Tokyo PMC Catalog 89 and preliminary Hipparcos resultsof H30.

O VI + Ly beta + C II from Starburst and Poststarburst Galaxies. I. Stellar Library and Evolutionary Synthesis Profiles
Evolutionary synthesis models of a stellar population in thefar-ultraviolet are presented. The spectra include the lines O VI lambdalambda 1032, 1038, Ly beta , and C II lambda lambda 1036, 1037. They arebased on a stellar library built with observations of O and B starscollected with Copernicus and the Hopkins Ultraviolet Telescope (HUT).This library is used as input into an evolutionary synthesis code. Theline profile of O VI + Ly beta + C II is computed for different starformation histories (instantaneous burst and continuous star formation)and different assumptions about the initial mass function (IMF). Themetallicity is near the solar value. O VI lambda lambda 1032, 1038 is avery sensitive indicator of the presence or absence of O stars. O VIdevelops a P Cygni profile when formed in stellar winds of the mostmassive stars. When these stars are absent, no O VI is formed. Incontrast, Ly beta and C II are very sensitive indicators for B stars. Ifthese stars dominate, as is the case in poststarburst galaxies, Ly betaand C II are present as strong absorption features, and they are formedin the photosphere of B stars. An equivalent width of Ly beta + C IIlarger than 1 Angstroms always indicates a population younger than 1Gyr. Because of the universal strength of O VI in O stars, O VI is not agood discriminator between instantaneous versus continuous starformation for ages in the starburst phase, but the absence of O VI andthe presence of stellar Ly beta and C II is a good indicator of a shortburst duration and for the galaxy being in a poststarburst phase.Application of this technique to starburst or poststarburst galaxieswill require careful attention to interstellar absorption.

Bow Shocks Around Runaway Stars.III.The High Resolution Maps
In a recent survey for bow shock structures around OB runaway starsusing the ISSA/IRAS archival data and excess maps at 60 \mum, 58candidates were found. These objects are surrounded by extended infraredemission at 60 \mum, characteristic of warm dust heated by ultravioletphotons, a signature of wind bow shocks. High resolution IRAS (HiRes)images have been produced for these 58 objects and some of thosespatially resolved are presented in this study. The images were used todistinguish between multiple confused IR sources, possible artifacts andunambiguous bow shocks, as the sources of the extended 60 \mum emission.Six new bow shocks have been identified using this method, and threehave been rejected. Twenty two of the targets, however, remain spatiallyunresolved even at the nominal HiRes resolution of ~ 1arcmin . For thelarger and better defined bow shocks some internal substructure isdiscernible. The length of these features suggest that they arise as theresult of a subtle dynamical instability. It can not be ruled out,however, that some of the bow shock morphology could be imprinted by thesurrounding medium.

A calibration of Geneva photometry for B to G stars in terms of Teff, log G and [M/H]
We have used recent Kurucz models and numerous standard stars to improvethe calibration of the Geneva photometric system proposed a few yearsago. A new photometric diagram for the classification of intermediatestars (8500 <= Teff <= 11000 K) is proposed and fills agap that the previous calibration had left open. Evidence is given for aclear inadequacy of the new Kurucz models in the region of the parameterspace where convection begins to take over radiation in the star'satmosphere. This problem makes the determination of the surface gravitydifficult, but leaves that of the other parameters apparentlyunaffected. The determination of metallicity is considerably improved,thanks to the homogeneous spectroscopic data published recently by\cite[Edvardsson et al. (1993)]{ref23}. Instead of showing thetraditional diagrams, we chose to publish the diagrams of the physicalparameters with the inverted grids inside, i.e. the lines of constantphotometric parameters.

The Pulkovo Spectrophotometric Catalog of Bright Stars in the Range from 320 TO 1080 NM
A spectrophotometric catalog is presented, combining results of numerousobservations made by Pulkovo astronomers at different observing sites.The catalog consists of three parts: the first contains the data for 602stars in the spectral range of 320--735 nm with a resolution of 5 nm,the second one contains 285 stars in the spectral range of 500--1080 nmwith a resolution of 10 nm and the third one contains 278 stars combinedfrom the preceding catalogs in the spectral range of 320--1080 nm with aresolution of 10 nm. The data are presented in absolute energy unitsW/m(2) m, with a step of 2.5 nm and with an accuracy not lower than1.5--2.0%.
